DUGUALLA COMMUNITY, INC. MEETING MINUTES 12/17/2018
 
In Attendance: Shawn Albert, Joey Bock, Jim Hummer, Danny Kaiser, Don Kaiser,

I. Meeting called to order at 6 pm.
II. Minutes from last meeting were approved as submitted.
III. Public Comments: Dave Sem attending to help with transition of new board
IV. Treasurer Report: Balance $367,603.83, 14 accounts in arrears, registered letters sent
out to delinquent property owners. Improvement of investment returns is needed
(CDs). Don Kaiser to investigate improving Liquid CD account financial returns.
Landscaper needs to obtain approval for work proposed outside of contract before
doing it.
V. Old Business
a. Monthly board meetings time changed to 5:30 PM due to conflict with clubhouse
booking on Monday nights.
b. Jerry Schopf and Jim Hummer reviewed outcome of jet noise sub-committee
meeting on Dec. 14, 2018. Fred Wilmot, Chuck Ringer, Mark Quinn, Mike Henderson
are other committee members. The group tentatively is set to meet with NAS
Whidbey officials on Jan. 4, 2019 at 10 AM.
VI. Officer and Committee Reports
a. Architectural Control: Shawn Albert asked for approval of new construction on
Dugualla Road. No decision reached. Also asked for tree removal to improve view.
Permission denied per terms of Conservation Easement agreement
b. Building and Restrictions: No report.
c. Water System: No report
d. Lagoon: Mark Quinn's report verified DCI responsibility for lagoon drain cleanup per
terms of Conservation Easement agreement.
e. Special Initiatives: No report
f. Communications: Dave Sem will email information on website to Susan Schopf for
follow-up.
g. Facilities: Jerry Schopf will get bids for flooring replacement in kitchen area of
clubhouse.
VII. New Business
a. DCI Liability insurance amount to be researched to determine appropriate coverage.
Quotes will be presented by Don Kaiser at January meeting.
b. Accuracy of records of property owners questioned. Jerry Schopf said review of
Island County parcels map shows inaccuracies which need to be addressed with Jones
Accounting. Dave Sem will turn over spreadsheets to current board by email.
